    I don't think this is possible ....

But if you want ads like this -

Put a punctuation mark (. , ; ) after the description line one

There is no option to add more text more the 25 cha.
But you can work on ad extension, for number, site link, map, image, reviews, an all

Kushal is correct about the punctuation mark. If your fist descrption line reads as a complete sentence it will be moved up with the headline in the top 3 position ads. If it does not read as a sentence your display url will move up to the top line. While the is no way to request more characters sometimes you will see more characters when the keyword insertion tool is being used but I am not aware of any way to guarantee you will have more characters.

Somehow my example didn't come through.

But I think I might have figured it out. I suspect that the ad is using keyword insertion so Google is allowing more characters to display

The only way to have more than 25 characters is if you write it in Japanese (and a few other asian languages) since they require more characters and Google acknowledges it.

It's really weird.... the only reason I can think of is that they got a special authorization from Google. Which is still a very odd thing.

What country is this ad running in?

This looks to me like someone who is using keyword insertion for their headline as I believe someone pointed out in an earlier post. When using keyword insertion Google will sometimes allow your ads to show more than the limit of characters. It does not always show more, sometomes it will show the default headline. It depends on the space available, and how closely the search matches your keyword, things like that. But this looks like keyword insertion.
