There is no use for 'extentsions' in URLs anymore, so I suggest you keep it as clean as possible (without the .html)
Some browsers doesn't care about the extensions of the website - considering this you can take the first type of URL

If you don't add the .html you force your server to redirect to it. This causes the site to slow down and will have a (small) negative effect on your rankings. The same happens if you write: http://www.domain.com/tours/europe/france instead of http://www.domain.com/tours/europe/france/ to point a link to http://www.domain.com/tours/europe/france/index.html
You are right there monfis. The ones without extensions are treated as directories so it kind of redirect to the ones with extensions as you mentioned. However, I believe the difference is not that big an is almost negligible. The advantage of removing the .html extension is for flexibility and compatibility. Let us say for example you have a website having pages with extensions like page.html, page.php or page.asp. Then one day you decided to use wordpress or drupal or joomla. If you are using CMS the most advisable permalink is category/postname or /postname. In that case, you need additional plugin to put extensions on your pages. Take note that using plugin makes the site load slower plus you need to check it every wordrpess updates.
The trend is of extentionless urls (i.e. without extensions) but from performance point and to avoid redirects, adding an extension is better.
