    Firstly you should change your current theme to default blogspot layouts then see what your blog could look like on mobile devices check out the preview functionality by going to the Dashboard > Settings > Email & Mobile tab.

    i have blog with custom theme and domain but am set as full-site (web view) in settings.

    blogger providing mobile optimized site but am not comfortable it and i want create wap/mobile site with custom theme[automatically site redirect(or other technology) to wap site of my blog when people visit my blog from mobile devices]

    If you want to make your customized site mobile responsive , then you have to custom code responsive theme to match your site.
