    Yes, you'll get free extras with your hosting account (RvSitebuilder, SohoLaunch, etc. with Fantastico) so you decide is it appropriate or not for you, depends what kind of web resource you'd like to bulid.

    Website builders generally create bad looking websites. A Wordpress installation with some free themes would be a better option. There are thousands of free themes available and many look pretty good.

    Yes many Hosting Companies offer free website builder tools and I would say RV sitebuilder is widely used among them. Also, it is good to have free website builder tools along with Hosting Packages.

    Most web hosts offer website builders. But they've own their own limitations too. It's better to go for content management systems like WordPress, Drupal, Joomla etc.

And to become thier client - you have to buy their hosting.
