Selling Wordpress or website design

This designer is a fraud.

We made a deal that he would design a new website for me for 100$. I specifically mentioned that I am looking to get everything new. After a couple of days, I received this design:

and after another day, he sent this one:

I liked the design so I asked for a couple of tweeks. Stuff like adding color to the footer and deleting a couple of boxes. He did everything so he sent the final PSD to me and I paid him 50% of the total 100$ until he gave me the rest of the graphics when he would get the rest. After all that, I stumble upon THIS:

The guy even had the nerves to delete the content and add it gradually so that he can show progress!!
I show it to him and the only thing he said before he blocked me from Skype was

[5:08:49 μμ] Vicu Lacija: since you wanted wordpress
[5:09:02 μμ] Mario Romis: what did you change other than what I asked to be changed?
[5:09:20 μμ] Vicu Lacija: not the same one because we've modified the arrangement of the modules, right?”

I asked for a refund and he blocked me!

PLEASE DON'T BUY ANYTHING FROM THIS SO CALLED "DESIGNER" UNLESS IF YOU ARE LOOKING FOR SOMEONE WHO WILL GOOGLE A COUPLE OF TERMS AND GIVE YOU A READY-MADE TEMPLATE THAT YOU COULD HAVE GOTTEN FOR FREE IN THE FIRST PLACE.
