Post interesting stuff that people coming from search engines will want to discuss. You can offer special content/tools for registered users.

You also might want to create some content first before promoting the website, nobody likes empty forums.

What are you offering users that is unique and that they want? Why would *you* join your forum?

Look at your forum in the eyes of a non-registered guest. As a guest, what would make you want to join the forum?

First create Unique content/posts on the forums and then advertise. Also do some SEO so that People can find the forums in Search Engines.

    Here are my suggestions:

    1. Nobody likes an empty forum
Create multiple accounts yourself to post some good quality content. Use them all so it seems like your forum is active, drawing in new members. If you have enough budget you can outsource this step.

    2. Create a blog
This is the way I used to attract visitors to my android blog. You can create a blog in a sub domain (eg. dslrproblems.com/blog). Post quality articles relevant to your niche. You can attract new visitors through blog articles. Make sure to design your blog with elements leading visitors to the forum (banners, buttons etc.)

    3. Advertise in other forums in your niche
You can search for other forums in your niche and purchase ad zones. Make sure to have some content in your forum before this step. Otherwise you won't be able to convert the visitors in to registered members.

You could buy forum posts on seoclerks to populate your forum with some content to "fake" activity until you get real users posting their content.
