    Yes in SERP are major changes last 2 - 3 weeks. Many SEO tuned sites are affected and penalized, but i think it will also affect many sites with no black hat SEO practices, like it was during Panda Update..

    After an update is made, that Panda or Penguin update remains in affect. Google will continue to release updates as time goes on as well.

    Just make sure you do SEO ethically and honestly and don't spam.

    I think it is going to take before everything will be stable and changes are still noticeable. Must take into account the large amount of data to be processed and the different servers.

    Yep Its still on and will continue until penguin 3.0. I've seen many changes as well and I believe they keep continuing to tweak it, devaluing some links and things like that.

    it will continue with some minor updates every week or two which will reflect changes in SERPS, google just announce major updates..

    Quality content, can't stress it enough. Such a big factor and I have only seen increases in my sites, only a few keywords have dropped but the majority are on the rise.

    Quality contents, no spam sites , etc - does not matter. Your site can still get a hit even if you are not doing anything wrong

    Unlikely though. Why would you be penalized if you weren't doing anything wrong? Before your link profile may have been fine, after 2.0 maybe Google detected something in your link profile that wasn't acceptable.
