you can start on page work like title, desc, keywords etc etc and implement that on your 2-3 pages.

What your 2 or 3 pages is going to talk about! If it's talking about the introduction of the website will be great!

Make sure the content is free from spelling errors and grammatical errors!

Yes you can do it. The biggest thing you have to pay attention to is the name of the file and make sure that page name is maintained on your final site.

For example, if your domain name is 'www[dot]aboutdogs.com' and you have page on your temporary site named 'DogTrainingTips.htm' you can optimize the content on your temporary page for 'dog training' and/or 'dog training tips', etc.

You can also start building backlinks to that page (www[dot]aboutdogs.com/DogTrainingTips.htm), even though it's temporary.

Then when you create the 'final' site, make sure that it has a page named 'DogTrainingTips.htm' and make sure it is also optimized on page for the keywords you're after.

You *can* change the content on a google targeted page without losing pagerank. I do it all the time. Just make sure the new page is optimized for the same keywords as the old page so Google knows that even though the content on the page has changed, the *subject* of the page is still the same (ex. tips on how to train dogs).

Never name a page like this though ;) >

    DogTrainingTips.htm

    always use dog-training-tips.htm >

But as others have said your web pages begin with SEO from the first word.

Yes, your on page SEO begins with the first word on every page of your website.

Many use differing types of "coming soon" pages, Google to see what others use.

You should have no problem launching a partial/placeholder site and then later launching your optimized full site.

Just make sure that your partial/placeholder site doesn't look like a broken site. Coming soon or really basic contact info would be good things to use. As already mentioned, you should try to maintain the filename structure that you plan on using in the final launch.

And also make sure that it's unique... Otherwise it wouldn't be great for your WHOLE website ;) And... Also double check that you will have your links work once you upload those 2-3 pages.. You should NOT have a link to a page that you still didn't upload! ;)

Yes, it's best to start as early as when you only have a few pages to your site. On-page SEO starts at the time that you're writing the article, so that when you upload the article to your site it is fully optimized for your target keyword.

Hope that helps. Have a good day!

Moz has the best guide on On-page optimization IMO >
    http://moz.com/learn/seo/on-page-factors
Basically this is what you should do. Include your keyword in title, url and image alt tag. Your content should have a keyword density of at least 1% and I have found that linking out to an authority page (ex. wikipidia) on your page helps in your rankings.

It seems your client said to launch 2 or 3 pages of website now, then full website later.

If your temporary web pages are going to remain same as final website, then do on page optimization, if they are going to be completely changed, just add name of website in title of your webpages, write some basic content. That's it.
