    Well - i don't know - but they are not form the best (at least not for the moment). There was Margaret Thatcher.
    And now - for the best ruller - i think He is Vladimit Putin (Russia).

    North Korean ruler is cool. He has the whole country to himself, no one to answer to. Got some nukes, army that is a million strong, and no one can bully him. That's a true ruler.

    Castro was pretty good too in his time.

    Stood up to the bullys for many years, literally hundreds of assasination attempts on him by the good old CIA, and even though in ill health he's still alive.
