    Hi, you can choose wordpress and find a decent looking clean theme.
    For the tools you just need a text editor and photoshop to convert psd files into html/css
    infact you can also offer other services along with it'

    To be honest starting from a PSD isn't very good for a website.

    I'd write out what I was going to say on the website, then get a pencil and paper and draw out some designs. Pick the one that looks the nicest and then use CSS to force the content to look like the design. You have to have some knowledge of what you are talking about before you start doing it.

    Just a suggestion from someone who has designed sites from scratch and designed from a starting theme... If you're new to it, I would start out with a clean WordPress template and then go in and edit it to form it into the design you want. It will be much, much harder to start from scratch, and this way you will still get the experience of working with the code.

    Either:

    A. Use a great wordpress theme from themeforest and use wordpress
    B. Pick a great theme from themeforest and then code it yourself in HTML/CSS for practice.

    I think you should stand out from crowd because your focus is to tell people that you can create themes from psd to html/whatsoever. So create your own custom design, convert it to html and then convert it to wordpress. This will represent your uniqueness.
