    you can do both. create an ID with signature is called forum profile linking. you can do forum posting on reputed forum site. Both are good for your website.

    classified means describe about your product on classified sites. don't do press release now. when your site stand on google's 1st page, you can do it. 10 directory submission. forum profile as your choice.

    The best off page optimization is to have a great in page optimization with fresh unique content and make sure this content is on demand. You would get tons of natural links pointed to your site with almost no extra effort.

    One thing I would like to tell that is classified posting is not helpful in SEO as classifieds ads remain for certain period of time then they are deactivated means, you are losing the backlinks and in SEO, if any link is removed then it badly impacts..

    What i think that there are tons of website with one IP address but some of them with High PR, if we add link on the page with PR 7 or PR 0, it does the same recommendation to site or not?

    Lets take an example of Blogspot there are so many blogs out there like yourname.blogspot, blogspot have same IP for each country but with different PR, and if we link to just one blog or blogspot or more then only ONE LINK COUNT from Blogspot.?

    There is a variety of SEO strategies, from social bookmarking, forum profile, social promotions(FB and twitter), blog commenting. You just need to read around such is in this forum to get the various techniques that currently work.
    Tip: Social promotions is something new that is working quite well with google, you really need to try it out. Do not over do it but you will definitely see results. Ensure you combine it with other backlink strategies.
