Google Partially Revoke a Manual Action on My site

As noted on September 19, we were able to partially revoke a manual action on your site, but because there are still some inorganic links to your site, we've taken granular action on those links.     There were some web services that were offering cleanup for non-organic links, but they are quite expensive. So i would suggest on doing it yourself. Google cannot ignore all the links submitted for exclusion, because they are reviewing one by one manually in some cases.

    Never heard of a case like this before.
    Is this the first time that Google "partially revoked" manual actions?
    Til now Google either rejected reconsideration requests or accepted them revoking all manual actions.

    They are basically saying your on the right track, keep removing links and give Google more data. I will agree this is the 1st time I have seen a answer like this, but it is definitely better then the usual answers....

    In this context, organic means natural and inorganic means unnatural.

    Not all the link can be deleted, google disavow tool must the best tool to deal with the links witch can't be deleted.

    I used DISAVOW tool on Low quality links. I just DISAVOW the domain as a whole.

    remove few possible links .. and tell them ur compet. might be making them .. and they will recondier ur sites .... mine was hitted too // but ive resolved it this way
