Yes, it is different.. I have experienced it, even you are checking in .com then the result would be different in different country i.e. India and USA.
Google SERP is different for every Google domain. Also, depending on your location when searching, you can get different results from the same Google domain. This is called personalization. So the factors that make the results different can be divided in client side (personalization) and server side (Google domain). Yes, Google always support local domains in SERP. For example if you have a uk based company and doing seo of your website then you will see much better result in .co.uk instead of .com.
Yes, result will be different. As you know that you are searching a local thing then for better result you will found that in that local area instead of finding globally.. Search engine also works on this principle..If you want to find result of some keyword or phrases locally then you can better found them locally on Google like google.co.in, google.co.uk etc..And if you want global result for that search then just go for google.com...
SERPs are different for different countries and different cities even. SERPS can even change from IP to IP. This is done so that the search results are relevant. If I type restaurant, I don't want to read about restaurants in another city. Google does this so that you find what you are looking for. The more relevant the search, the better for the user. To ensure you get your SERPe right make sure you are specific with your content and links.

Google wants to bring results as refined as they can for users experience to make them at least maintain share of 67%.Regional results are surely different from other results.Google.com results will be different from Google UK.
Of course, SERP depends on the Google "domain" you are working on -> .com and .co.uk will show you much different results!
