First of all you need to learn basic idea i.e HTML/CSS so that you can design website after that you can upgrade your knowledge by learning php which is used in Wordpress. Wordpress is an open source developed using php. So, go for basic part before learning php and you will get hands on Wordpress quickly.

For beginners, I would recommend WordPress due to its simplicity and its large and helpful community.

W3Schools.com is not good for beginning. Try websites such as www.codecademy.com

Definitely the core web designing rather than learning ready made web designing tool. Of course using word press is quite easy but designing a web site using HTML/CSS is again a different thing. First basics should be learned and then you can move towards this CMS like word press.

Creating a website doesn't mean that you have to learn HTML and CSS. There's a reason that applications such as e107, Joomla and WordPress exist. These applications have enabled less savvy users to create websites, both for personal and business uses. You do not have to learn HTML and/or CSS; it would be beneficial, but it's not essential.

Yes you are definitely right that these CMS saves time but it's just like using the easy tool for designing a web site. I mean that would be like a drag and drop. It limits creativity.

Learn HTML and CSS before you dive into learning and using WordPress. You still must know the basic fundamentals in website design in order to be able to perform simple css changes for templates or themes use for skinning or styling CMS platforms (e.g. WordPress).

htmldog.com and lynda.com -- if you don't mind paying a monthly subscription for lateral -- are good reliable resources to learn HTML and CSS.

You have to learn web design first and then wordpress. Both are require to create nice website and you can edit the website from wordpress admin panel whenever you will need tomorrow.
