    Check your website in Google using site:websiteURL
    If your website is not displayed in the search result then you have a penalty.
    Check in your Google Analytic account and find at which time period you loose your traffic. Check update around that time period.

    1. If you aren't indexed more in google (go on Google and type: site:YourDomain.com)
    2. Do you seen any traffic drop?
    3. If your website was (example) at #1 Page of google and now you can't find it anymore (you can check using this nice free tool online: www(DOT)whatpageofsearchamion(DOT)com, put in your link and your keywords and check if you are at least 10 pages of Google)
    4. By the way, you know if are penalized...if you used some technique without a sense (example: Backlinks bought on Fiverr lol, they shot 100000000 backlinks with PR low, that Google will penalize you for the number of links blasted in a small time and for the kind of site that have your link) or, you have put some Doubled contents in your website.

    By the way, if you have Google Analytics installed and know the basic function of it, you can easily check if you got a penalization by Mr.Google or not.

    It seems that my site does display after I searched with site:url. But my website's page rank has decrease by 1 point. Does it mean that my site has problems and Google penalized it?

    Check out if your homepage displays on SERPs after searching site:url. Also, check out your keyword rankings, if they decrease dramatically, then you have trouble. PR decrease is not necessarily a signal of penalty, it could be caused by the dramatic decrease of quality backlinks.

    if you have done over optimization on your website it will move to the google sandbox and your website will not appear in search engine results.so you can think your website penalized by google.:)

    Decrease in Page Rank is not the sign of penalty. Page Rank indicates the value of your web page out of 10.
