If you want to increase your page rank you must try different off page activities like Web 2.0 Sites, Guest Blogging, etc. After doing this all things you should wait for sometime because Google always update page rank after every three months and bad thing is Google just enrolled page rank update before few days so you have to wait for sometime. Till then try to get more quality and relevant backlinks to your site.

I dont think article submission is much use, but i guess that depends on what niche you are on. After the recent updates its almost impossible for me to rank on even low comp keywords. I would suggest to make a following on social media websites, which from my experience is the most powerful since the updates.
