So anchor text is text that is linked to a website. It can be linked from your own site, or from an external site. It is common when getting links from other sites, to have the anchor text be the keyword you are trying to rank for. So for example, another site (or even your own site) would have the text "make money online" within the content, and that text is linked to a page on your site.

It is normal that a few of your links have your keyword just like this. But it's not normal if most of your links have your keyword as the anchor text. In Google language, that would be considered an unnatural backlink profile. And it's what you are referring to as over-optimized anchor text - where most of the links to your site are your keyword.

So the goal would be to have a couple links with your keyword, but also to have natural looking links with an anchor text like website, click here, my site, find out more, the url of your site, etc.

too much hyperlink in one content and even with same anchor text keywords.
Try to use different anchor text or phrase keywords anchor text in one content so it won't be spammy.
If one day or from one place that come with too much of exact same anchor text , you might in trouble of google panda and penguin that bring your site to google sandbox.

The definition of “over-optimization” is only now in the making, and the line between keyword rich content and spammy over-optimization can be a bit unclear at times. Even prior to Cutts’ announcement, websites that practice SEO overkill had been blacklisted from Google’s results list. With more “official” penalties now in the works, it essential to keep SEO clean and fair. Here are three basic things you should keep in mind when developing content to avoid potential penalties.

If the same exact anchor text links to a certain website from different locations - then it can be considered by Google as unnatural.
In order to avoid over optimization of anchor texts one has to balance the keywords in url, in anchor text, on the page etc., don't overuse your keywords just in the anchors, make them look as natural as possible to Google.
Diversify your anchors and change them for external websites, optimize a half of all links and leave the rest as 'read more', so it does not contain your keyword.
Also it might be helpful to check backlinks of top-ranked competitors and see which anchor texts they use, how dense they put keywords in the anchor texts and compare their anchor text to yours.

Well, that’s determined by the search engine algorithms, and it became a very important issue with the latest Google update called Penguin. Basically what they’re looking for is an unnatural amount of anchor text pointing to a particular webpage. We’re talking about exact anchor text. So if your money phrase or the keyword
that you’re really trying to target let’s say is “auto insurance” and the name of your website might be Hallmark Auto, so auto insurance is not the name of your domain or your brand or whatever, but you’ve got several hundred links pointing to a specific webpage all using the exact anchor text “auto insurance” that’s going to look suspicious to the search engines. In fact, as of April 24th, that kind of stuff needs to be cleaned up.

Anchor text is generally the words that are highlighted in blue, usually, and underscored within a sentence or somewhere on a web page that links to another web page. They can be quite informative for the search engines. They use them to try to figure out what to expect when they do follow and spider over to that new page to see what
the content is that’s there. One example might be if you talk in a sentence about top content marketing agencies and content marketing is highlighted, that would be the anchor text.

I think an exact figure is hard to say without conclusive evidence which I have not seen yet. Thinking about the situation in a logical way in terms of what Google want can give you a rough idea.

Google wants real people making the links so what % of links do you think REAL people would make with the same anchor text? Personally I would say 30 - 40 % tops.

No keyword stuffing is not a part of anchor text over optimization. Both are different task. keyword stuffing is the a keyword is used on you content again and again (Used many times). Anchor Text is the linkable text of you content. over optimization anchor text is the anchor text not related to your content...

Do have lots of keyword variation for every page of your site and try to use all of those variation in your link building process. So your link building strategy will look natural in the eyes of google.
