There is no hard & fast rule for guest blogging. 1. It is not mandatory that you always have to ask a person who deals with same business. Since most of the cases it was seen that they don't feel good to highlight competitors through their guest writing. Therefore rather finding some niche area, you can focus on multipurpose website that deals with various categories. 2. Before to make guest post I only make sure about two things, those are Page rank and traffic flow to the site. 3. If you have strong writing skills then you can write by your own or else you can outsource the job, ultimately Google only decide if the writing is worth for you
But i don't really bother about their PR and i Look into their Domain Authority and their Authority within their niche to guest blog!
It all depends on your niche! If its just a normal niche keep it from 500-600 words. If it's more technical and really need good guide can exceed more than 1000 words...

IF you are Guest Posting on a BLOG,just the PR alone doesnt Matter Check PA/DA( Page Authority / Domain Authority) of the Blog,very crucial, I would go for a PR1 Blog with PA/DA of 25/25 rather than a PR6 of PA/DA 10/15 You can Check PA/DA of each BLOG by installing the MOZBAR from SEOMOZ.
