Yes, it depends by the way
somepeople on twitter just create account in order to promote their own services and they just keep on following people and advertise their services

If your followers are natural (you didn't purchase them) then sooner or later you will get response. Also try to be natural. Don't just post advertising tweets.

    To get a response,

you gotta tweet something that people get excited about.

It's not twitter's fault. It's your writing ability that needs work.

Actually, it is partially twitter's fault. A tweet stays visible for about 50 minutes ONLY.

It is up to your tweets if they are interesting and informative then they will respond , retweet or comments on them.

You need to build a relationship with your followers first. You need to stay in touch on a daily basis with everybody
in Twitter, if you do not keep in touch with the community there, they will not take you seriously.
Social media is about staying in touch with people on a daily basis, not when you need to promote or sell something.
If you keep staying in touch with them all the time, when you promote something, the response is going to be more positive and you will see a significant change in your response rate.

I hope that helps a little bit.

If you have real followers, they will answer. If you have group of bought "dead souls", ofcourse not. I believe, who join your topic, he must be interested by your theme :) Small amount of internet friends is sometimes better than big group.

Basically never, no. I'm pretty much ready to give up on Twitter, actually. I find other social networks (like Facebook) more effective.

Yesterday I tweeted info to about 3000 followers. Twelve clicked on the link to my website. No selling involved.

You need to start tweeting more. With twitter you need to engage about 3 times a day. Using commands in your tweets are quite useful I find for getting interaction, "retweet if you agree.." etc. If you find you don't have enough time to manage your twitter account, download a free software called Buffer, you can set up scheduled tweets and it does it for you. Such a life saver.
