    Or you will have to buy PR from the link market like PR3, PR4 links

    I guess you have to define short first.

    Buying backlinks might be the fastest way to achieve this. Of course these backlinks have to be high quality and have some sort of topic relevancy. Avoid low quality link farms and rather go to a high quality marketplace for backlinks which offers this. Of course you'll pay more but you'll also get more out of it.

    You can get a surprising amount of page rank just by being active on social media. Even though a lot of these sites are no follow i've seen enough evidence to prove they pass a certain amount of PR.

    Every time you @ someone on Twitter, it's effectively a link from their profile page to yours. The more of these you get the higher the PR of your own profile page, and if you have your website link on your own profile page....

    It works similar to this on a lot of these types of site.

    You get pagerank from the links that you get from other websites like Blog commenting, Social bookmarking , Forum posting etc. The higher the pr of the websites that link you the more pagerank that you get. Your pagerank will be improve.

    If you want to build your page rank then get plenty of traffic to your site for your target keywords. The best method would be through sharing your content in social media sites. The only catch here is you share it to your fans on Facebook, for example, then those fans need to go and share that link or post on their wall. You get backlinks as well as traffic, and boost your page rank as well.
