Well blogs are important but it should not be used for spamming.
Blogs which have high traffic or quality content is always good. Commenting should be done on blogs which have relevant content. If you have relevant content the that blog commenting will be helpful.

Many link builders do spam becz they need fast links approved.
If you want good quality of links then you need to do less blog commenting becz not all blogs will approve your comment.

If i want to write something about Phones then i will look for bogs which are related to either technology or related to mobile phones. I will go through those sites where users do give a review about phones etc. So that's how commenting work. U need to be productive and need to contribute. Its not just you go and give a comment and get a link back. Even if u get a link back it won't help becz google will see that you are getting links only for your link building purpose.

Link building can be good if you do in a proper manner specially when it comes to blogs.
