I think, the best off-page SEO techniques are blog posting, articles, social bookmarking sites, networking sites, forums posting... etc. And i would like to also say, post only Quality & useful Content.

 

The most important thing and probably will remain #1 is quality links from any source.

Quality being; related and non spammy links on pages with unique content.

 

I think Guest Blogging/ Blog Exchange and Social media (facebook, twitter, youtube, Linkdin and other social websites) would be best off page activities for the 2013 because search engines are giving highly value to these activities. seo submissions (link building, directory submission, article submission etc) are being considered as a spam. Even sites are penalizing through search engines so to avoid any penalization and get better ranking we should use guest blogging and social media to promote any website.

 

Just combine all the techniques, and not just off page SEO. Right from proper KWR, quality and unique content, and yes - guest blogging, among others. Just be careful not to spam or use any software that will not be good for your site - according to google.

 

Inbound anchor links diversity is a very important factor. Do 30 Submissions daily, maximum 10 submissions for single keyword. Blog submissions, forum posting and content have a very important off-page factors in rankings.

I think Forum and Blog are best for of-page seo. I did lots of use of these two techniques in 2012.
