    If you want to do SEO in specific country then you must have to concentrate when you suggest keywords for your site to doing seo in Google Keywords tools you can select a target country name just select the target country name in which you want to target your website and click search. you will find some keywords which belong the particular website and do some SEO services with website which belong the target country like google.co.uk,google.fr,or Google.com.

    Firstly try to work with local IP of specific country if possible. Then work on local classifieds, local business listings and local niche directories of that specific country. Include the major keywords which are highly searched in that specific country for your related websites in your title tag, description tag and keywords tag. By following these activities you can easily optimize website for specific country. :cool:

    That country IP,
    Social networks friends
    links from the same country,
    local listing
    busing listing etc

    First set your target location on google webmasters, then do a local placement using less competitive but searchable keywords on google france. google places/maps can give you extra boost. plus local IP or server. social network connection and conversation locally.
