First of all if your onsite is 100% ok than you can go for off page SEO for top ranking.Yes you can say if onsite doesn't 100% ok than many site getting top ranking.In this case i will say that , they get top rankings but this places are not lasted for long time.They must fall within short of time and if your onsite SEO is 100% ok than you will definitely get good and the result you will get in short time but last for long time.
In off page SEO you can follow only these things:
1.Web 2.0 with fresh and unique content and it will be better if the content are information based.
2.Than you can share the link top 5 social bookmarking sites and social networking site.
3.Can do relevant forum commenting, blog commenting,Also can do Dofollow high pr forum commenting
4.Can do high pr forum profile and must be dofollow.
5.You can do Press release and the content should be informative.
6.Can do business directory submission.
7.Search engine submission
