I think Directory Submissions is Wastage of Time and money because according to time and man hour not get result. Free directory submissions approval rate is 10-20% only.

I don't think so. If you follow strictly the instruction how to perform directory submission into the respective directory; the approval rate is above 50% for free. However, it also demands the quality website that is to be submitted.

 

If you will submit in bulk then it is wastage of time. Make a schedule, target high pr directory website, submit in right category.

I am no agree with you. If you choose a good list of directory like high pr and not done directory submission in bulk than it's not a time wasting. Directories backlink are good if its on high PR and related to your theme.
