Google Webmaster Guidelines Issue

I have created my website: http://www.avanse.com/ which is an educational loan website. I submitted sitemap to google webmaster tools. Google sent me the mail regarding technical and quality issues on my website. It hasn't crawled my website yet.
I think there are following issues on my website:
    1. There is no content on the home page of the website.
    2. I did check the content on the copyscape, it is showing few copied lines (terms and conditions might be same for education loan in India).
    3. I have used two sitemaps(one xml for google and html for user).

Please help me to make my site more qualitative for Google Search Engine.

Is there a reason you haven't added content to the site?

If your website is new and you have submitted the sitemap recently than dont worry Google Webmaster will takes time to crawl your whole website so just wait for one months to get your website fully index

Lol. Brother you have given every reason to Google for not crawling at your web page!
    1. Add Content to your webpage (even if it is few lines).
    2. I know you can't change content when it comes to Terms and Condition or policies, but Google isn't concerned about that in any way, Just rewrite that content in your own words!
    3. Sitemap guides Bot where to go, why there is a need of Two Sitemaps? Just keep one!. It will surely resolve all of your problems.
