    Get a list of forums from google which allow dofollow links and start posting............And make sure the forums should allow signature links......

    Anybody who wants to rank for their target keywords quickly needs it. If you get to find a list, then great but do not focus on getting just dofollow links from high PR sites. Relevance and quality matters too so make sure those sites are within the same niche as yours.

    Everybody is in need of do-follow links from high PR sites. But this is very tough job to find this kind of stuff. Presently most of the sites have become paid sites.
    Google doesn't give preferences to the paid links. Sites might be penalized if paid links will be found . So we should avoid this technoque now & try to get do-follow links from article sites, directory sites & guest blogs also.

    You can but I don't think it's such a good idea these days. You might be better off investing the money to outsourcing your site's SEO.
