    You can apply for Adsense living in Pakistan.

    Make good quality content and read the terms and conditions of Adsense properly before applying.

    Google is not approving the application of adsense account in the Asian countries like Pakistan, Bangladesh and India as compared to the European countries. They are very strict about Asian countries while approving an account. So, you must have a 6 month old website, good quality content and good number of visitors in your site before applying for adsense.
