PayPal is free. And even when you make a payment, there won't be any fee for you.
Only fee is when you receive money but that too is deducted from incoming money and not your balance.

PayPal fee percentages are variable depending on the amounts you are receiving or the goods/services you are selling. Have a look at PayPal's web site for a full explanation.

there is no fees to open paypal even after opening account.
But while receiving or sending payments there is a option of include fees of certain percentage is available.
for example you received a payment from x and if pay the fees than from your funds it can't be deducted otherwise you have to pay it.
    same with the sending funds.

Well, You need to go to paypal homepage- Paypal.com from where you can get the information about how to get paid and send payment, paypal transactions and how paypal works. After that if you've any query then you can tell us.

There is no fee to make a payment, UNLESS you are sending a Personal payment using a credit or debit card. Personal payments are free when using a bank transfer or your PayPal balance, although I'm not 100% sure this applies to international transactions. There is no fee to send money for commercial transactions, but your credit card company may charge a cross border fee for international transactions. Please note that fees may vary by country. To find out the exact fee for your country, click on Legal Agreements at the bottom of the page and click on User Agreement. Then you will see a section that outlines all fees, which, for the most part, apply to sellers only.

If you don't like the fees, there are other payment systems out there with lower charges (or none at all in some cases) - amazon webpay, dwolla & square are some examples.
