    Although these are not direct link building techniques, you can try the following to get some visibility as well.
    Blogrush
    Adgridwork
    reviewback

    You place a piece of code on your site to display links, and blogs (widget-like) from other websites and you get as many views on other's websites as the number of your pageviews you get for the page the widget is placed on. Worth a try!

    Write finance articles... submit to article directories, submit site to regular directories, post on finance blogs and forums. These few things will do wonders for your traffic and and help out a bit on your page rank.

    Don't entirely trust google PR... it's a historic metric, which for new sites will always be quite low.

    Thing about offline adverts as well as online SEO / marketing. If your content is interesting enough, 5-10 press releases a week to free/local papers can really drive traffic towards your site.

    according to me, the best would be to simply put your sig in all forum posts.... join a lot of good forums like DP itself, send out emails to websites similar to you with good authority, try to pursue your readers to spread the word if they like your site/ or even dislike your site... (A little bit of bad talk really is a good thing to tense up the heat). lol... And of course most importantly MAKE A GOOD QUALITY SITE that gets found itself.

    That's what I'm trying to do. (and I'm doing it, slowly but surely) It's not hard it's just hard getting a high Alexa rank without getting lucky in buying a good domain name.
