Pay per click advertising is the way to go. Submit your site or article to building backlinks. Build a following on social networks sites and don't forget guest blogging.
O.k. PPC advertising......what's your budget? What's your target? I would need to know this info to comment further. In the meantime consider advertising on Bing or Yahoo.(not expensive)

I'd say probably a mixture of SEO and Social Media is your best bet to get traffic. If you're looking to get started, I'd suggest researching a niche that isn't crazy competitive, starting a website/blog for it, write a quick, 5-10 page E-book for it, promote it on your blog/website and sell it.
