    put your site link to any above PR2 site. make sure site should have dofollow. this is what i understood .. otehr can give you more information.

    Try submitting it to Google. That's the real test.

    If they reject it, they will tell you why so you can fix it and reapply.

    Agree with the above comment, apply to google adsense they will evaluate your site, and decide if its good enough.
