    Hi.

    For offline, I would go door to door, cold call, cold email, flyers, local ads etc. What you can also do is rank for some local terms to show businesses what you can do first.

    First create your website and register your business in your local country/city. Add valuable guides and information relevant to your expertise and what exactly your business is going to provide. For offline get your business ads to famous newspaper and where possible search for businesses phone and have a direct call or send email to business owners with excellent cover letter.

    For online marketing you have an option of free classifieds, directories, social media etc.

    You're asking how to market and promote your SEO business? Try SEO which your business will apparently do for other people. If you're starting an SEO business you'd need a good few years experience before touting your business in the area.

    I don't want to sound mean, I hope you take my feedback as constructive, but if you are going to starting an SEO company for English sites, I would hope that you outsource ALL of your writing. The reason being that you want every marketing tactic used to have excellent written skills and on top of that, you want to use marketing language specifically for the area that you are targeting. So for instance, if you are targeting the US, you want to use their English, their culture, in your marketing. If you are targeting Canada, switch up your language and target their English and their culture. If you are targeting India, you can move right into using the SEO knowledge that you have gained for a year or what not and target your local market by literally walking in, using all of your traditional methods of advertising like newspapers and the like (Even if they don't do anything for you, it helps with your credibilities for all of your walk ins). You want to tout yourself as the company that will increase their revenues, without fail.
