Making sure it's easy to navigate, interesting content written in a good style (rather than a highly-dense-for-search-bots style). It's not about optimising and sticking keywords in every nook and cranny (making some nice red flags for Panda, Penguin and whatever other update). Get your totally non-SEO friends and family to review your site; their feedback will be of more value than any expert or automated tool.

Going back to the OP's question - how to get page rank? Forget about it; it's unimportant. Instead think how to get visitors and trust (with search engines, not just visitors). Visit SEOmoz (as they have lots of good articles about it) and read up about making a good social campaign (also analyse Search Engine Land's use of social media).
