On page work is more effective and more concentrated on but that doesn't mean that off page activities should be ignored. Agreeing with others I would say they both are equally important off page activities gives slow but permanent reponses.

Now a days coming lots of new strategies in off page optimization and this all strategies are good for get high PR.
