The best way is to go and search for the same classified websites. You need to hire 1 or 2 people or maybe your friends. Compose quality emails for each category and start sending them to the posts on your competitors sites. This is a personal expericene, a friend of mine did the same for 2 weeks, he targeted 3 classified websites, and trust he did receive good quality traffic from there. Once you have some decent posts on your site, then google will be picking them as well.Good luck with your project.

if you are looking to promote the classifed ad site you may have to
start off with free traffic methods like

social media (twitter, facebook, facebook fanpage)
youtube - video marketing
forum marketing

 

You need to look at the categories of Ads offered on your site such as people looking for accomodation, buying/selling cars, frienship, house on rents, local services and so on.then for each of those categories compose email such as if you site has a category of buying/selling cars, then your composed email should tell the benefit of posting such posts on your site, ,, then your next step is go to the buying/selling cars categories on your competitors site and send that composed mail to all people who have posted there. do it for all categories, i know its a very hard work but you will need to do it for 2-3 weeks, Also make sure to make your site free for sometime until it gets populated with ads.

 

To promote the classified ads website, you should put banner advertisement on the websites which gets high traffic and also you can put it in other free classified ad websites. Another way is that you can use Google adword for promoting your website.
