Errh, buddy, there is no one-size-fits all recovery strategy. What you can do is, first, analyze fully a website and make sure it was really Penguin, because it could have been something else. Second, try changing your current anchor texts to make them more natural looking. Some of them should be plain URLs, some should be like "click here" or "this post/website". They say that keyword anchor texts are a big Penguin trigger. Hope your site comes backs!

Take a look at the quality of your links and make sure the text and anchor looks natural. It will take some time after you've fully looked through your website.

Hey, you're going to want to check out Eric Lancheres Panda Breakthrough for your Panda issues... that's been solved now. (There are tons of webinars with Matt Carter & Dori Friend floating around) And then move on to Penguin!

Basically sites were affected by Penguin because of the adds displayed on it many of the sites had more that needed add so they were affected so if you have any kind of stuff like this then align the adds as per.

Most of the sites affected by the Penguin update are the one's with a lot of spammy links, who have spammed their way up in the search engines. So I suggest, start getting rid of your spammy links, do ethical link building, do it the right way and most of all be patient.

Internal links within my site esp. footnote links were causing me problems. I have removed them and seen some improvement.

If your site is affected by the Google penguin algorithm then the best way to recover your site is that you have to follow the basic algorithm of the Google penguin like content should not be in copy scape and unique and don't do the over optimization of your site. I hope you will recover your site very soon.
