first of all search for the term like "free classified list" or free ads sites list. then contact webmasters of those sites and req them to add your link too. there are many sites for list of classified sites. secondly do atleast 5 directory submission and 5 social bookmarking. using your target keyword. third start writing articles related to free ads and post them in various sites.

please do regular maintenance of your site,delete illegal and duplicate ads

well visiting your website won't solve the issue of why you're not getting visitors there your website would only be the problem if you were getting visitors and had a very low conversion rate. You would need to monitor your traffic techniques and find out which ones are working the most for you and how to protect them.
