Is any of these is "DoFollow" link? is there in the pages where your link is added any relevant content? These are the main factor, not the PR only.
seo methods will always change, google monopoly the search engine today. all people have advanced seo, and this is not good for adword. There is no fixed rule at this time, but a backlink from a related website is very affecting.

I would add that if you're doing directory submissions, look at more than just the free directories available - there are good quality paid directories as well as industry specific niche directories that you want to get listed in. It's also important to include guest posting as part of your link building strategy as those links, if executed well on the right blogs, can work very well.
You are using correct techniques but you have not mentioned whether the links which you are getting are Dofollow or Nofollow, and do Directory Submissions and regulary do Forum Posting and blog commenting on High PR blogs and Forums Who provide valuable dofollow links which are adding to the reputation of the site.
Guest posting(in good quality sites) will be the most important link building technique in the future because Google is constantly delisting article submission sites, social bookmarking sites, and other kinds of sites that are frequently used by SEOs to have more links.
