How to do the best in seo? I seen some company charging up to several thousand for seo. Do you think it ridiculous? How come they are charging that high?

I just want to do the best for my own personal site. From what i know ,

Meta tag
Keyword, must you do keyword for individual page of your site or just home page is enough?
Sitemap

Is there any more ? kindly enlighten me.
