Did Google already roll out the algo change?

I'm getting mixed messages so I'm a bit confused

Is this new algo in effect right now?

Some people are waiting to see what happens, others are already evaluating it. I'm under the impression it is already in effect, but I can't tell for sure based on my own sites

 

What algo change? Please add a reference of some kind.
