Need cheap SEO service, or SEO service suggest

Hi, all DP member. I need cheap SEO freelancer to do 2 work below for me:

Register to about 50-700 web 2.0 blog (these blog list I'll give, they're blog network like: blogger, wordpress, tumblr,...).
Find me list of site that can 3 way-exchange link, in some different language (that I'll tell exactly how to find). I've own my site high PR2-PR5 sites private network, which have many PR3-PR7 backlinks for each sites just for 3 way-exchange link.

So, do you know anyone can do these work in very cheap price for me? I only need cheap guys, because work very simple, no need some "professional" or "guru" with knowledge of SEO. Thank you.

Yes, you right. If I see other post like my thread, I'll ask myself: "How cheap is cheap?". For me, register a free blog (that cost no more than 5 minute, anyone can do), maybe need only 2-3 bucks/hour, or around 15-25 cent/blog. Do you think anyone can do for that price?

I know it's more easier to find a freelancer in sites like Freelancer, Microworker or Odesk. But as I said before, I want suggest from you, member here, who have experience can suggest me to right freelancer, or suggest me right price for this task.

For me, 70 blog register, I'll offer 15$ . And 1$ for each 10sites to 3-way exchange link

Nothing hide, I need it to SEO my site. 70 blog will be for link wheel, exchange link for link wheel and authority link.
