So saying HTML is the best language is patently false since, well, HTML is not a programming language.

PHP is a programming language. It's a dfferent animal entirely.

u can use any cms too or some free templates but to manipulate them in easy way, u have to have knowledge of html and css at least.so go to w3school for better option.
