    Everything is depend on your domain reputation. First you have to check weather your domain is not backlisted by search engine. Index it on google then start other process. For getting page rank one you don't need to have any backlinks. Just make sure your website is properly created and having good visitor on website. Also index on google that's it.

    I think you mention by mistake millions :). anyway . simple answer is . if you have millions back links but useless or crap websites so its useless, but if you have few backlinks but from high page rank websites. so that backlinks will give you boost on search engine.

    the number of backlinks isnt the important thing
    its the value of your backlinks

    you can make 10K backlinks to your website and i just do 10 backlinks and my website will rank well than yours

    The type of links also matter for instance; Comment Links vs Article Links, 0PR vs 5PR, Do-follow vs No-follow, High Quality vs Low Quality.
