    you cant ignore the importance of a server side programming language!! processing and displaying data dynamically is much more important than some animation and browser based interaction. but actually JS and php both are important for a modern website..

    There are two aspects - web page design and dynamic web construction.You should initially learn HTML and CSS, then combine everything with a language that allows you to create dynamic web site like PHP or ASP.NET (C#, Visual Basic or whatever else is supported).I still may recommend you PHP comapred with C# .NET as it's easier to learn, manage, and most of the hosting companies supports it.

    According to me, HTML is best language for web designing because it is so easy to understand and has rich features which consumes lot of time. You go for CSS and then PHP. If you want to know about the designing tools then you can choose Photoshop also.

    PHP is NOT design language because it is not used for designing website but for working it. PHP is one of languages that make website dynamic. Javascript has similar role but on client site and PHP works on server site.

    Please again don't mislead programs that are used for designing and those that for running website.

    Yes Javascript, php are programming languages which are used in development process like some people say, in case if you separate both processes; design and development. Because I do all those tasks myself so in my point of view there is one process: creating website.

    HTML5 and CSS3 are the foundation for all web design/ pages. HTML provides the basic structure and content for the page and CSS provides the formatting and layout details.

    Later on you could study JavaScript to provide interactivity within the page (animations, form validation, etc.) or a language such as PHP (a server-side language) to interact with a database, or provide different content according to the user of your page.

    If are interested to create WordPress, Joomla, Drupal or other CMS templates you can do it whithout knowing of designing language. With Artisteer (bktemplates.com) you can do it fast and easy.
