I believe it's where your site is placed by Google before they index it.

Google penalizes website which use spamming techniques to achieve better rankings on search ranking. This penalty can be for different timestamps, once the website enters the sandbox it looses its organic search rank position.

Generally the majority of new websites get put into Google’s Sandbox. If a website gets put into the Sandbox, it typically takes six months to one year to get out and be placed in Google’s Search Engine Results Pages (SERPS)In other words new websites are put into a “sandbox” or a holding area and have their search ratings on hold until they can prove worthy of ranking.

Generally new websites afraid of this term sandbox. However, there is a chance of getting sandbox penalty only if - all of a sudden too much link building is done.

If Google suspects that the website is not all that genuine then site will be placed in "Sand Box" i.e virtual testing area. Also it is a testing ground the site will prove the credibility and consistency .

Sandbox a.k.a. Google penalty. Google temporarily reduces the page rank of new domains, placing them into what is referred to as its “sandbox”. This is done in an effort to counter the ways that search engine optimizers attempt to manipulate Google’s page ranking by creating lots of inbound links to a new web site from other web sites that they own.

Basically sandbox is that area of google where website is been placed if google thinks site is not genuine. We can say that google placed site in sandbox to give one more chance to website to improve their reputation, rather it takes approx 5-6 months to get back in search engine result so not to waste lot of time it is better to take genuine action for your website and do some quality work. If site is being sandboxed by google once then google consider it as spam and after that it takes lot of time to recover search engine rankings.

sandbox is a security mechanism for separating running programs. It is often used to execute untested code, or untrusted programs from unverified third-parties, suppliers, untrusted users and untrusted websites.
