How much time to get Top page in Google

We have a keyword "Disability mobility scooters" I want to rank up in Top 3 position in Google UK. I have already rank in 2nd page of google UK. anyone suggest me how much time to get Top 3 position in Google.

First off, it's impossible to predict how fast your site rank top 3 for any given keyword, i agree with amcg and stepbystep.

In your specific case, the competition seems not to have the best (on-page) optimized sites so this is a good thing. It all depends on your own site, the sites domainname, how well you optimize your site etc. If you do well on your on-page SEO, the most important thing for ranking for this specific keyword (and any other keywords) is get good quality backlinks!
