If you are having a good portal, buy traffic, convert the traffic to your user then buying traffic make sense.

Buying traffick and buying adverts

Buying traffic like 10,000 visitors for 10$ is worhless
However buying adverts on sites either CPC CPM or PPV is good and advised
BUT it takes time and money to test and you will not succeed right away

 

It's simple. Try setting up a facebook page and then setting up ads for that page, obviously with a link to your website.

 

I`d avoid this route, and listen to people mentioning its not worth the time.
