You can google "site:in" and it will display all indexed .in domains.

what you mean "to collect" - you want to register them and looking for available names? Or you are looking for expiring ones?

very confusing question....what do you mean by "Collect all .in domains"?
do you want list of whois database of all .in domains? or
want to find expired .in domains? or
availability of all .in domains? or
list of all .in website names?

I recommend contacting the .in registry and requesting the information directly. Depending on what your goals are, they might be willing to share. Basically, if what you are doing promotes .in, then you have a chance of convincing someone.

the best and easy way to collect all .in domains is use "scrapebox" and put on "custom footprint" and write on "site:.in" and start harvesting after put some keywords around the world
