To increase the page rank for your site your site must have High quality and unique content, Your site's structure, Url's structure, your keywords must be high quality. Your backlinks must be high quality and from high page rank sites.

Add your site to google sitemap .

post every day or do at least 4-5 articles per week.
Do link exchange with niche relevant sites
Ping site after every update.Your site gets indexed.
do at least 20 comments per day ,dont do more than that.
